I noticed many sets being used are just towards either crit chance or max magicka so does spell dmg really even play that much of a big role? And focus on crit and magic. Just to expand on this. No, increasing your max magicka will not give you more spell damage, vise versa for stamina/weapon damage. As these 'stats' are independent of each other. However, by increasing either, you are increasing the overall damage that you do to a certain extent. Lightspeedflash put the equation above, but it can be a lot to take in if you don't know what everything is. That being said, I don't want to go into a full discussion as it is a long discussion. However, I will give a couple examples.
First, take a magicka pet sorc. They have relatively low spell damage (2100ish), but they maintain very high max magicka (50k). This is because their damage (in a standard build) primarily comes from their light/heavy attacks and pet attacks. Both of these damage sources scale better by increasing you max magicka, rather than your spell damage.
Now, we can go on the other spectrum and look a stamina sorcerer. Stamina sorcs, or any stamina class really, have extremely high weapon damage (> 4500ish) and relatively speaking, low stamina pools (28-30k). This is because the stamina classes rely on weapon abilities (or non class abilities) as their primary sources of damage (e.g. Endless hail/Rending Slashes/Caltrops) that scale decently with weapon damage (and in all honesty the vMA bow for Endless Hail).
Now, this is a relatively simplistic view of the damage sources. In general though, you usually end up having to sacrifice your resource pool for weapon/spell damage or your weapon/spell damage for your resource pool. Both ideas do damage, but it depends on if you use them correctly.

- Your max stamina and magicka increase the damage of both abilities and base weapons. In general abilities damage of abilities that cost stamina will increase with max stamina and weapon damage. Bows, swords, axes and mauls are considered stamina weapons. Damage of abilities that cost magicka will increase with max magicka and spell damage.

@ChronicburnSo just a follow-up ... take a class like Templar for instance... I should choose to either use stamina skills and max my stamina, OR magic skills and max my magic?
I'm guessing that means say if I max stamina then the skills that use magic will become relatively weak and useless as I get higher in the game?
Also, I'm guessing staves would be the only weapon whose damage is base on my max magic?
Correct. The statement I highlighted is true only with damaging abilities. Stamina builds (that stack stamina and weapon damage) still use abilities that cost Magicka when the primary purpose of those abilities is not damage. For example Stamina DKs all cast Igneous Shield (a magicka skill) for various buffs that it grants.
Because of how damage is tied to your resource pool, it's almost always ineffective to have a well rounded (aka hybrid) build. You want to be well rounded in another sense, as in having damage, sustain, mitigation, ect. but it needs to be based on either Magicka OR Stamina for maximum effect.
Semi-related: an Ultimate's damage scales off whatever your highest resource pool is. BUT, you will not receive the beneficial effects of Champion points if you use a physical (stamina + wpn dmg) damage Ultimate on a Magicka character. This is why you'll occasionally see a Magicka build using a physical damage Ult like Dawnbreaker with a decent rate of success. And vice versa, Stamina builds can use Magick/Elemental damage Ults like Meteor to decent effect.

Soldier Mage | Magicka | Sorc- If you have a stamina NB you shouldn't use Strife as that damage depends on your magicka and spell damage which should be low for a stamina NB.
